Abstract Environmental risks are one of the greatest threats in twenty-first century. Especially last years, cascading impacts and associated with such events have received great attention as economic losses consequences mounted their wake. As concerns about these ripple effects rising, strategies to prevent manage indirect urgent demand. However, currently barely considered most countries can seriously threaten global agendas achieving Sustainable Development Goals by 2030 or targets set out Sendai Framework for Disaster Risk Reduction 2015−2030. We discuss how concept risk-layering, which, though already applied disaster risk management, could be expanded include effects. point some benefits, limitations, ways forward using this approach. To do so, we first delineate transition risk-layering concept, which originated from insurance industry, its original use application a wider context. bring special focus management identify that allow inclusion risks. Our main suggestion is that, while probabilistic approach appropriate evaluating direct risks, on connectedness still allows an easy link risk-layering. This, so argue, facilitates more comprehensive systems apt deal multi-dimensional challenges ahead.
